Fall camo unlocks on a compatible MW2 (2009) primary weapon at 250 cumulative headshots. It completes Expert VI and grants 10,000 XP. If Red Tiger is complete at 150, you need 100 more with that weapon. Fall is the final legitimately obtainable camo; Expert VII and VIII award XP only.
