How do you unlock the Strela-3?

The Strela-3 unlocks at Level 30 in Call of Duty: Black Ops. It carries one missile loaded and one in reserve and can fire only after locking onto aircraft, so it is a specialist killstreak-removal tool rather than a ground launcher. Buying it costs 2,000 CoD Points after the unlock condition is met. It does not take camo.
